The Process

Elwood’s Comprehensive Plan: Scope of Work

Step I: Project Initiation
MCCOG meets with Elwood leaders and stakeholders to discuss organization. Basic standards are discussed and decided on. A general project schedule is developed.

Step II: Inventory, Mapping , Existing Conditions Analysis
Existing conditions of Elwood are analyzed. Base maps, zoning, existing housing patterns, types and densities, infrastructure placement and capacity are all mapped and analyzed.

Step III: Growth and Development Forecasts
Elwood’s economic, employment, and population change is forecasted out 20 years.

Step IV: Goal and Policy Formation
MCCOG develops and articulates a series of growth and development land use policies to guide future land use decisions.

Step V: Plan Development and Refinement
Allocation of future growth and development to specific land use categories and to specific areas. Adopted policies and community goals are incorporated into an overall future land use map.

Step VI: Future Ordinance Issues and Coordination
Team staff will develop a general project schedule for the City’s ordinance update, which will be provided to the appropriate City agencies for review.

Step VII: Formal Public Hearing and Adoption
Elwood formally adopts plan after an appropriate public hearing is held.

End Products/ Results:
1. Discussion draft of Land Use Plan and Thoroughfare Plan Map with associated essential subarea plans.
2. Public hearing draft Comprehensive Plan including maps and text.
3. Once the Comprehensive Plan has been formally adopted MCCOG will provide final maps and documents.
4. Discussion of future Ordinance and Subdivision Ordinance issues for City.

Timeline:
Work has already begun and is expected to be completed by August 2010.
